change both inner and outer cables matt, use a teflon spray before threading the inner, or buy teflon lined outers. lube/grease every moving part on the brakes, from calipers to levers. change the pads to a good quality brand. make sure the outers are as short as possible, without causing issues when turning bars etc.

make sure the sleeve for the cables are oiled and not rusted up, it looks like the cable is not moving too well. you can disconnect it and be able to slide it back and forth pretty easily.

The cable could be frayed for the brakes meaning that it's causing lots of friction which is making the brakes difficult to use, personally I'd say you may be best off taking the time to build a new bike with Lincoln so that he can learn how to fix them in the process
